Green innovation possesses dual externalities of “innovation” and “environmental protection”, enhancing energy efficiency serves as a crucial means to promote high-quality economic development. Building upon the rebound effect, we use balanced panel data cities at prefecture level above in China from 2008 2018 explore impact urban green on total factor (TFEE). The findings this study indicate that, firstly, TFEE exhibits positive U-shaped pattern, characterized by initial suppression followed subsequent promotion. This conclusion remains robust after undergoing series rigorous robustness tests. Second, is found reach turning point more quickly, implying that substantial can cross smaller quantities. Thirdly, whole, comparison non-resource-based cities, resource-based are capable reaching an earlier stage. This study explores the impacts of PEC on green technology innovation (GTI), which includes both independent (IGTI) and cooperative (CGTI). It also analyzes threshold effects finance (GF) information communication (ICT) to unlock growth potential GTI. To achieve this, we employ a two-way fixed-effects model threshold-effects model, utilizing city panel data from Yangtze River Delta region China, covering years 2011–2020. The results indicate that has positive effect GTI, IGTI, CGTI. However, its impact CGTI is relatively weaker. These findings remain valid after several robustness tests. Heterogeneity analysis shows promotes IGTI in research organizations, yet it fails do so firms. enhances within cities, but not between them.
