The Impact of a Coastal Water Quality Policy in South Korea: Evidence from the Total Pollution Load Management Program

In response, the Korean government initiated total pollutant load management (TPLM) program to control levels. However, current evaluation method, based on pre-post comparison, may lead biased estimate. Thus, this study aims establish cause-and-effect relationship between TPLM and improvement using dataset over 15,000 observations from 2011 2021. A difference-in-difference model was employed assess program’s impact, considering its staggered implementation changes frequency. Although effects overall treated regions remain inconclusive, found evidence associated with For instance, chemical oxygen demand levels decreased by 4.8% 9.8% points, phosphorus 11.5% 14.8% maintaining consistency across robustness checks. These findings suggest that frequent municipal evaluations are effective managing emission reductions. Therefore, it recommended government, which currently conducts quarterly tests, increase frequency for improved monitoring better non-point sources.
