Water resource tax can regulate water consumption through economic leveraging, enhance conservation awareness among enterprises and society, optimize the industrial structure, thus promoting rational use sustainable development. However, current reform in China is still pilot exploration stage, it unclear if will actually increase agricultural efficiency. We built a multi-period double-difference model mediation effect based on 2011–2022 inter-provincial panel data order to investigate reform’s impact its trajectory. The findings demonstrate that efficiency has been greatly increased by reform, this conclusion remains strong even after parallel trend placebo testing. primarily crop cultivation structural adjustments water-saving technologies’ advancement. When examining disparities, we found more evident policy economically developed water-scarce regions. Further results show significantly reduced groundwater portion of regional which indicates synergistically curbed exploitation promoted ecological restoration. Moreover, paper demonstrates realized agriculture while avoiding negative growth.
