Reducing carbon dioxide emissions and achieving neutrality have become hot topics of global concern. China has elevated its response to climate change a national strategic level, where the green tax system plays crucial role in implementing dual-carbon strategy. This paper systematically analyzes systems Organisation for Economic Co-operation Development (OECD)—encompassing environmental pollution taxes, energy vehicle transportation resource taxes. Based on this analysis, it proposes that should establish multifaceted including protection tax, farmland occupation tax. Furthermore, suggests an integrated approach combining systematic incentives such as corporate income value-added consumption purchase comprehensive taxation framework, covering development, production, consumption, emission stages, aims drive high-quality economic social development through both restrictions, “dual-driving” mechanism. study provides basic framework practical path building China, especially studying sources different taxes their interrelationships, which enriches theoretical values related taxation.
