A useful theoretical lens that has emerged for understanding urban resilience is the four basic types of interdependencies in critical infrastructures: physical, geographic, cyber, and logical types. This paper motivated by a conceptual methodological limitation-although (where two infrastructures affect state each other via human decisions) are regarded as one interdependencies, question how to apply notion quantify relations remains under-explored. To overcome this limitation, study focuses on institutions (rules), example, rules planned tasks guiding interactions with another infrastructure. Традиційні моделі публічного управління в умо­вах тривалих масштабних криз трансформуються, ще більше видозмінюючись умовах воєнного стану, що акцентує проблему стійкості державно-управлінської системи у військовому конфлікті невизначеної тривалості. Метою статті є визначення особливостей регіонального розвитку окреслення трансформацій публіного й підходів до стратегування на регіональному рівні. Для цього застосовано емпіричні методи, зокрема аналізу синтезу, графічний, монографічний, абстрактнологічний, гіпотетичний, теоретичного узагальнення та структурно-функ­ціонального аналізу. В тривалої війни збільшуються ризики посилення владної вер-тикалі довгострокову і невизначену пер-спективу. Нові підходи України окреслюють пріоритети регіонів з урахуванням їх диспозицій. Стратегічне планування має базуватися системному процесному підходах, бути ризик-орієнтованим, забезпечить стійкість управління, державне адміністрування рівні стану повоєнній відбудові країни. Застосування біоекологічної стратегічному плануванні дає змогу комплексно оцінити переваги, загрози розвитку, забезпечити децентралізацію владних повноважень підвищи-ти роль місцевого самоврядування.
