As the main means to dovetail domestic system with international rules, institutional openness is key deepening participation in global economic governance system, breaking through energy and carbon emission constraints, achieving green sustainable development. Taking 284 prefecture-level cities China from 2006 2019 as research sample, this paper uses establishment of Pilot Free Trade Zones a quasi-natural experiment systematically identify test actual impact on urban emissions asymptotic difference method, instrumental variables spatial econometric model, mediating effects model. Meanwhile, technological progress used entry point analyze intrinsic mechanism action by adopting digital transformation oriented efficiency improvement innovation capability R&D differentiated perspective. It found that significantly suppresses CO2 emissions, there certain heterogeneity spillover effect effect. Further study finds achieves reduction progress. The aims find new development paths for low
