Abstract To address the issue of green transformation in resource-exhausted cities, this study employs Policy Modeling Consistency (PMC) index model to carry out a comprehensive analysis effectiveness support policies execution at both central and local levels, covering 16 different administrative levels. Meanwhile, utilizing fuzzy-set Qualitative Comparative Analysis (fsQCA) method, investigates interaction mechanisms effects various internal external factors context policy coordination, from perspective condition configurations.
