Increasing carbon efficiency is a key path to sustainable development, and information communication technology (ICT) may help realize win-win situation for the economy environment. However, existing literature on impact of ICT relatively shallow. Using database Chinese cities, this study empirically explores role in from aspects direct impact, mediation effect, threshold effect. Results show that significantly improves represented by single-factor total-factor efficiency. The effect indicates technological innovation, industrial structure upgrading, external openness are effective ways play its role. model shows promoting between two depends local institutional Further heterogeneity analysis plays more remarkable eastern regions. This provides evidence aggressively digitizing economies shift towards low-carbon economy. Policymakers encouraged consider better integrating ICTs into development strategies.
