Abstract Optimizing the spatial layout of national territory is crucial for realizing transformation and development resource-oriented cities in context high-quality new period. This paper takes Tongling City as a case study, based on analysis historical foundation, then uses SD-FLUS comprehensive model to carry out systematic five dimensions economy, society, population, science technology, resources environment, discusses optimization pattern under contextual simulation. The conclusions are follows: ① hierarchical framework “system-indicator-element” not only internally interconnected, but also inextricably linked with relationship between various categories land use system. ② Decrease cropland, forest, water, grassland, barren decreases from economic development, social progress, there small increase area scenario resource environmental protection, direction change impervious opposite direction. ③ Cultivated retained situ concentrated extent, forested reduced extent while status quo maintained, Yangtze River water system will be protected large part waters Zongyang County give way expansion construction objectives county. Building expanded extended northeast original site area, southwest corner county center some promote county’s development.
