Abstract To address the issue of green transformation in resource-exhausted cities, this study employs Policy Modeling Consistency (PMC) index model to carry out a comprehensive analysis effectiveness support policies execution at both central and local levels, covering 16 different administrative levels. Meanwhile, utilizing fuzzy-set Qualitative Comparative Analysis (fsQCA) method, investigates interaction mechanisms effects various internal external factors context policy coordination, from perspective condition configurations. The findings reveal that overall effect supporting for cities China is generally commendable. Moreover, there notable characteristic “the lower level, higher quality policies”. Despite scholarly recognition challenges, scant research devoted elucidating intricacies associated with planning execution large-scale projects, particularly developing nations such Kingdom Saudi Arabia (KSA).
