This study investigates the impact of industrial agglomeration on upgrading China’s automobile industry (UCAI) using panel data from 28 Chinese provinces spanning 2000 to 2020. The is vital manufacturing and service sectors, with its capable driving national economic growth contributing sustainable development goals. We employ Malmquist productivity index based Data Envelopment Analysis (DEA) method, implemented through DEAP 2.1 software, assess UCAI. System Generalized Method Moments (GMM) analysis, conducted Stata 17 was used examine this process, while also exploring threshold effect human capital moderating government. results indicate that significantly enhances industry; however, acts as a critical threshold. Below threshold, does not have significant industry, exceeding it allows for positive effects. Additionally, government has in facilitating process by implementing policies support innovation practices.
