Using fuzzy multi-criteria decision-making (MCDM) methods helps determine effective, affordable, acceptable strategies. Although MCDM widely used various environmental engineering applications, determination using has not yet received enough attention literature. This study aims contribute this gap literature by evaluating four different hybrid method. performance proposed strategy alternatives according fifteen sub-criteria (under main criteria selected from literature) was evaluated combined application analytic hierarchy process (fuzzy AHP) technique order preference similarity obtain ideal solution TOPSIS). For evaluation, subjective opinions ten experts working academia, private sector, or public sector were obtained prepared questionnaires. As result, fewer atmospheric emissions (0.42), operational feasibility (0.64), initial investment costs (0.56), increased awareness cities (0.53) had highest weight values their groups. ranking closeness coefficient (CCi) as A2 (0.458) > A3 (0.453) A4 (0.452) A1 (0.440), with being slightly ahead only 0.001 higher CCi value.
