This study selects the data of 30 provinces in China (excluding Hong Kong, Macao, Taiwan, and Xizang) from 2011 to 2021 as a sample, explains mechanism role environmental regulation on high-quality development economy direct indirect aspects by constructing an index economy, at same time, analyzes green technological innovation with GTFP measured super-efficiency SBM-GML method proxy variable for technology analyze moderating effect process economic development.The main conclusions are follows: Environmental can significantly promote development, its promotion is still very obvious after combining it innovation.There positive spatial spillover regulations promoting contribution this paper enrich research field which not only provides theoretical empirical basis China's future but also support developing countries.

Abstract Circular economy (CE) theory emphasizes that following the reduction, reuse, and recycling (3R) principles can promote practice of CE; at same time, innovative technologies support feasibility these principles. However, in academia, it remains unknown whether be used to effectively implement CE theory. This study estimates performance 280 cities China using super‐efficiency SBM–data envelopment analysis (DEA) model analyzes relationship between urban innovation capability (UIC) a two‐way fixed‐effects model. The research findings are as follows: First, UIC enhances performance. Second, unlike green finance, when inclusive finance reaches certain threshold, promoting effect becomes stronger. Third, has both positive direct (local cities) an indirect (neighboring cities). Mechanism tests on improving people's livelihoods, strengthening clean energy development, optimizing industrial structure, agricultural productivity explain two effects. Finally, compared with general innovation, impact is greater, especially comes invention innovation. In addition, innovation‐driven shows significant results terms carbon reduction household income. theoretically empirically confirms driving force CE, providing favorable policy suggestions for countries facing economic transformation, such China.
