Abstract The potential of the low carbon city pilot (LCCP) to foster enterprise green technology innovation (EGTI) is contingent upon enhancing quality urban development, improving ecological environment, and ultimately achieving objective “double carbon” reduction. Due this, this article uses data from Chinese A‐share listed businesses in Shanghai Shenzhen 2009 2021 investigate effect LCCP on EGTI. Faced with the dual challenges of ecological degradation and economic deceleration, promoting urban green high-quality development (UGHQD) is pivotal for achieving transformation, restoration, regional sustainable development. While existing literature has delved into theoretical dimensions UGHQD, there remains a notable dearth empirical studies that quantitatively assess its developmental levels, spatio-temporal evolution, driving factors. This study examines 107 cities China’s five major agglomerations from 2003 to 2020, constructing comprehensive evaluation indicator system UGHQD. By employing methodologies, including Dagum Gini coefficient, Kernel density estimation, Markov chain, geographical detector, this extensively assesses spatial difference, dynamic underlying forces UGHQD in these agglomerations. The findings indicate: (1) level witnessed consistent year-over-year growth trend, coastal like Pearl River Delta (PRD) Yangtze (YRD) outperforming others. (2) Pronounced differences exist levels across agglomerations, inter-regional primarily contributing differences. (3) evolution distribution generally transitions centralized decentralized pattern, marked “club convergence” characteristic hindering cross-type leaps.
