The synergistic interaction between emergency management departments and enterprises constitutes a fundamental mechanism for mitigating the risks of technological accidents caused by natural disasters (Natech). efficacy this collaborative approach is impacted comprehensive risk analyses game government enterprise. Predicated on these premises, evolutionary analysis government–enterprise collaboration in coping with Natech was carried out. Firstly, an model constructed. Secondly, stability strategy (ESS) developed. Finally, strategies were substantiated through numerical simulations. findings revealed that at lower levels risk, will choose low investment capacity building, delayed disposal.
