Two main targets of contemporary preferential innovation policy support, especially in Europe, are key enabling technologies (KETs) and 'missions' focused on solving societal challenges. Both topics associated with uniting disparate sets capabilities, either by driving technology-based into various application domains or eliciting interdisciplinary cross-sectoral solutions to urgent demands. In this study we assess what extent pre-commercial R&D collaborations span geographic cognitive boundaries. We analyze firm-level tie formation Dutch collaborative projects initiated the period 2013–2018.
