We develop a comprehensive patent quality index and analyze the spatial temporal change of urban in China over period 2001 to 2019. focus on three critical dimensions quality: technical, legal, economic values. The findings indicate that Chinese patents demonstrate gradual sustained improvement time, yet substantial room for enhancement remains. Spatially, exhibits evident clustering patterns, with coexistence high-high, low-low, high-low, low-high clusters. Moreover, pronounced disparity exists between eastern western regions, higher observed former relatively lower latter, implying regional disparities. Our findings’ implications are paramount policymakers development planners.

ABSTRACT Based on the double machine learning model, this study examines impact of perception policy uncertainty (PPU) labor income share (LIS). We find that PPU negatively influences LIS. Mechanism test indicates not only results in a reduction fixed asset investment, distorting human capital structure, but leads to financing dilemma for firms, ultimately exerting detrimental effect Additionally, primarily diminishes LIS ordinary employees rather than executives. Furthermore, inhibitory is significantly more pronounced firms characterized by smaller union scales and those operating within monopolistic industries.
