Abstract
Street‐level
professionals,
such
as
social
workers,
shape
policy
implementation
by

discretion.
However,

remains
unclear
how
other
street‐level
bureaucrats
(SLBs),
who
are
not
considered
to
hold
a
professional
status
and
perform
highly
regulated
activities,
can

the
same.

Abstract
This
study
focuses
on
street-level
managers’
(SLMs)
compliance
with
COVID-19
measures
in
Switzerland,
Germany,
Italy,
and
Israel,
order
to
better
understand
their
role
during
policy
implementation.
Responsible
for
the
direct
delivery
of
public
services,
organizations
serve
as
operational
arm

frontline
government
times
crisis.
SLMs
who
occupy
top
managerial
tier
within
organization
are
understudied,
although
they
exert
a
significant
influence

life.
The
data
comprise
399
“compliance
stories”
based
interviews
managers
nurseries,

police
stations,
homes.
Using
“codebook
thematic
analysis,”
we
identify
various
levels
(non)compliance

prominent
explanatory
factors
that
shape
(non)compliance.
Data
show
even
when
asked
about
particularly
challenging
measures,
reported
had
been
noncompliant
(either
full
or
partial)
only
quarter
stories.
Three
influences
emerge
primary
barriers
compliance—a
lack
resources,
relationships
clients,
perception

effectiveness.
Emphasizing

Since
1992,
Ghana
has
implemented
several
initiatives
and
reforms
such
as
the
National
Anti-Corruption
Plan
(NACAP),
Right
to
Information
(RTI)
Act,
Economic
Organized
Crime
Office
(EOCO),
of
Special
Prosecutor
(OSP)
with
goal
improving
accountability
while
reducing
corruption.
These
policies
provide
researchers
a
lot
opportunities
examine
how
effective
these
programs
have
been
well
their
impact
on
accountability.
Hence,
present
study
seeks
accomplish
three
main
objectives:
1)
explore
factors
that
facilitate
vertical
accountability;
2)
limitations
3)
investigate
benefits
in
Ghana.
