Abstract Street‐level professionals, such as social workers, shape policy implementation by exerting discretion. However, it remains unclear how other street‐level bureaucrats (SLBs), who are not considered to hold a professional status and perform highly regulated activities, can do the same. Even though decision‐making leeway of these SLBs is marginal, aggregated effects be strong. Abstract This study focuses on street-level managers’ (SLMs) compliance with COVID-19 measures in Switzerland, Germany, Italy, and Israel, order to better understand their role during policy implementation. Responsible for the direct delivery of public services, organizations serve as operational arm state general frontline government times crisis. SLMs who occupy top managerial tier within organization are understudied, although they exert a significant influence everyday life. The data comprise 399 “compliance stories” based interviews managers nurseries, schools, health care welfare offices, police stations, homes. Using “codebook thematic analysis,” we identify various levels (non)compliance several prominent explanatory factors that shape (non)compliance. Data show even when asked about particularly challenging measures, reported had been noncompliant (either full or partial) only quarter stories. Since 1992, Ghana has implemented several initiatives and reforms such as the National Anti-Corruption Plan (NACAP), Right to Information (RTI) Act, Economic Organized Crime Office (EOCO), of Special Prosecutor (OSP) with goal improving accountability while reducing corruption. This paper examines the social work profession's responses to organizational reform of Norwegian Labour and Welfare Administration, which opened a new jurisdictional domain employment services groups marginalized in labour market. was not colonized by any established professions, workers were only occupation reformed organization with character identity profession. With existing research as main source, shows that despite having influenced policy, during implementation, agents profession refrained from expanding jurisdiction instead protected maintained its based on municipal services.
