The article is devoted to the assessment of digital inequality in regions Russia. authors have developed a comprehensive index based on concept three levels inequality. A method conducting level-by-level with subsequent integration results into single complex proposed. Three groups statistical indicators were used for assessment. first characterizes features population’s access technologies, second—the skills using Internet, and third—the effectiveness its use real life. Based calculations performed, maps constructed territory study made it possible compare level across subjects Russian Federation, identify highest lowest inequality, draw conclusions about causes affecting computer literacy population regions. revealed that there are infrastructure problems remote regions, economic constraints among low-income groups, lack rural populations older age groups. Some such as Chukotka Autonomous Okrug, show high despite low development. In other North Caucasus, poor development, literacy, efficiency technology improve quality strategy digitalization economy should consider not only investments but also programs population.
