Purpose This essay contributes to the ongoing exposition of a project management-focused understanding “public policy” implementation. Distinct from previous studies that take predominantly administrative sciences perspective, delivery and implementation publicly funded infrastructure projects as an instrument public policy is explored through lens legal frameworks. Design/methodology/approach We adopt explanation-building review approach provide descriptions explanations relevant enablers context necessary for successful projects. Abstract Herein, we analyse the social and economic processes that led to construction of a large data storage centre in Inland Norway. Starting from theoretical foundation narratives symbolic value are important emergence regional development paths—and on basis narratives, materiality strongly interlinked—we argue megaprojects can be symbols imagined futures, as well controversy, development. We identify three main tensions related construction: (i) technology greening, (ii) geography scale (iii) geopolitical situation. Using path-tracing approach, document analysis qualitative interviews, show how megaprojects’ values vary depending positions perspectives involved actors.
