This article proposes a systematic approach to evaluate the value of industrial heritage under conditions uncertainty. primarily incorporates Cloud Theory and Dempster-Shafer (D-S Theory), allowing managers predict direction renovation. It also enables formulation corresponding renovation measures management methods based on levels probabilities. The normal cloud distribution in is more line with people's judgment things, while subordinate used describe basic probability factors at different levels. As an integral component of China’s intangible cultural heritage (ICH), sports (SICH) holds immense significance and importance in inheritance, social cohesion, health promotion, values education, innovation. However, the spatial distribution characteristics influencing factors SICH have not been extensively explored. Therefore, we conducted in-depth analysis patterns utilizing Geographic Information System (GIS) methods such as geographic concentration index kernel density estimation. Combining the Intangible Cultural Heritage and sustainable development has been an important effort of UNESCO since new century. This study discusses suitability educational tourism intangible cultural heritage. On one hand, it was beneficial to improve comprehensive quality students; on other conducive protecting rationally developing heritage avoiding its loss. In this study, evaluation index system established according analytic hierarchy process, which included two aspects (i.e., intrinsic value extrinsic conditions) 16 indices from four criterion layers (e.g., value, recreational environmental conditions, relevant facilities services). Furthermore, we calculated spatial distribution patterns for tourism. At same time, using obstacle degree model, degrees each indicator factor were screened identified explore source obstacles that restrict ICH. Results showed that: (1) The divided into high suitability, middle low suitability. A total 186 heritages found in Shandong Province, China. Among these heritages, 60 (32.26%) with values ranging 0.326 0.460; 86 (46.24%) 0.460–0.543, 40 (21.50%) a range 0.543–0.689. (2) Province exhibited significantly positive correlation projects similar levels clustered group generally distributed direction “southwest northeast”.
