There has been an increasing interest in science, technology and innovation policy studies the topic of mixes. While earlier conceptualised mixes mainly terms combinations instruments to support innovation, more recent literature extends focus how can foster sustainability transitions. For this, broader mix conceptualisations have emerged which also include considerations goals strategies; characteristics such as consistency, coherence, credibility comprehensiveness; well making implementation processes. It is these are subject special issue introduced this article. Complex societal or environmental problems require fast and substantial socio-technical transitions. For instance, in the case of climate change, these transitions need to take place energy, transport several industry sectors. To induce accelerate such transitions, numerous policy interventions are required, which interact with each other mixes. While conceptual studies on mixes have been published recently, there is very little empirical research apart from single small-n studies. It has prominently argued that debate about reached an impasse partly due this lack work. This paper addresses gap by providing a first analysis temporal dynamics complex do so, we develop conceptualization measurement mix balance across instrument types as well design features (in form intensity general technology specificity technology-focused feature). allows us answer question how differ between countries regarding their features. Our approach developed bottom-up, i.e., policies assessed individually then aggregated systematically at level. enables overcoming 'dependent variable problem study change', measuring output. It defines key subtypes based complexity variables as number goals, policies levels government sectors involved bundle.
