In the U.S., many state and local governments have either legalized or decriminalized small quantities of marijuana for recreational medicinal use. Reforming these laws has had significant public support, with reformers arguing that dissolving prohibitions on use as a policy remedy, recompense, economic human cost born by African American communities in so-called “War Drugs.” However, we do not yet know what explains shift support allowance, or, more specifically, widened window legislative reform across country. Using analytic framework Critical Race Theory (CRT), Bell’s (1980) notion issue convergence, this paper highlights how specific change continues to reproduce inequality maintenance racialized interests terms who benefits is burdened reform.
