E-learning has emerged as an essential component of sustainable education. This study is a clarification evaluation e-learning implementation at private higher education institution. developmental research design was utilized to evaluate the CIPP model using criteria OECD with data gathered from nine participants. The researcher used validated interview guide determine implementation’s context, input, process, and product. In context implementation, four themes emerged: efficient compliance curriculum standards, relevant 21st-century skills, perceived efficiency teachers students, inadequate availability equipment. Two for inputs: learning management system content. steps planning, pre-implementation, monitoring. that impacted product outputs workload reduction access student concluded clear, thoughtful, clever policy can guarantee smoother more effective services. Additionally, deliberate various actions were taken ensure program’s successful delivery. positively on both teachers’ students’ output.

The Arksey O'Malley framework was adopted for this scoping review, Preferred Reporting Items Systematic Reviews Meta-Analyses (PRISMA) used choose journals. study aimed analyze international studies ascertain authors’ design, teachers’ ICT proficiency, study's significance, potential areas improvement. findings suggested that proficiency would increase instructional efficacy, ultimately raising standards.
