Economic sanctions and countersanctions are expanding worldwide, posing spatially heterogeneous threats to most countries. The study aims develop test a methodology for assessing regional exposure risks using Russian data. share of foreign trade with the countries that introduced restrictions can be used evaluate new barriers. In several cases, this exceeded 50 %, necessitating rapid reorientation product flows in Nenets, Khanty-Mansiysk Autonomous Areas, Komi, Murmansk region. Kaliningrad, Kaluga, Leningrad regions exhibit high import dependence production sector, particularly automotive industry, due their active involvement global supply chains. Sanctions against large legal entities created stability economies but increase demand domestic products offset impact. Foreign enterprises exiting market posed disrupting chains also provided opportunities local business development. Before some sanctions, companies had held more than 20 % Moscow region, city Moscow. In this paper, we examine the modern cluster theory and specific features of regional innovation clusters as complex adaptive systems. Clusters have become a typical pattern industrial organization in national economies under their transition to innovation-driven model growth. We provide an overview contribution various theoretical frameworks (evolutionary theory, spatial development technological change system innovation, Porter’s competitiveness theory) concept consider latter from perspective complexity economics. The sustainability of international trade is subject to immense pressure. Apart from obstructed logistics, disruption production chains and changes in demand, the heavily affected by sanctions caused Russia–Ukraine conflict. This paper studies factors predicting sustainable post-Soviet region. We hypothesize that ongoing conflicts, infrastructure, language integration, geographical proximity, common border, economic wellbeing significantly impact trade.
