This paper examines the central-local relation between Beijing and Hong Kong in final stage of COVID-19 combat, by analyzing Kong's policy responses regarding public space governance 2022. Drawing on combined theoretical insights diffusion political steering, this study investigates how governed its spaces during dramatic shifting pandemic measures – from China's initial “zero-tolerance” at start 2022, to complete embrace global “co-existence” norm towards end year. Through analysis publicly available data, findings not only offer nuanced into complex dynamics pandemic, but also highlight broader implications rise authoritarian statehood potentially threatening sustainability neoliberal system future.

This article presents new arguments on the role of trust in government and nationalist sentiments fostering policy-compliant behaviors. In July September 2020, we launched two waves a COVID-related survey China with stratified quota sampling, formed longitudinal panel dataset 822 responses. This study investigates individuals' adoption of containment measures (e.g., wearing masks) from the perspectives cultural values and trust in two countries—China US. Distinguished previous definitions that characterise as rigid fixed concepts, this reconceptualizes collectivism to be a context‐sensitive construct. With survey data collectivism‐prevalent culture (China, n = 1578) an individualism‐prevalent (the US, 1510), it unfolds underlying mechanism by which influences people's both countries. Results indicate institutional serves significant mediator relationship. In countries, individuals who hold collectivistic value on pandemic are more likely endorse measures. endorsement is driven their public institutions, stems values.
