This paper deals with the issue of air cooling in outdoor areas human habitation. The identification of the multifunctional combination production–living–ecological spaces (PLES) in urban agglomerations, particularly cores and peri–urban areas, is a critical issue urbanization process. This study, using Hohhot–Baotou–Ordos–Yulin (HBOY) agglomeration, key node China’s “Two Horizontals Three Verticals” strategy, proposes hexagonal grid–based PLES quantification framework POI data. A three–level classification system was developed, with functional element weights determined via Analytic Hierarchy Process public perception surveys. quantifies within grids analyzes its patterns coupling mechanisms spatial overlay, Average Nearest Neighbor Index (ANNI), kernel density analysis, autocorrelation analysis. following results were obtained. (1) accuracy reached 90.83%, confirming reliability method. (2) HBOY agglomeration exhibits dominant production space (40.84%), balanced living ecological (29.37% 29.36%, respectively), severe shortage mixed (0.43%). (3) Production show significant clustering (ANNI ≤ 0.581), follow = 0.660), are relatively evenly distributed 0.870). (4) distribution that exhibit “core concentration peripheral dispersion”, “block point–like distribution”, “point–like dispersion”. (5) strong (Moran’s I > 0.7) highest correlation (Bivariate Moran’s 0.692), while weakest 0.150). proposed framework, efficiency dynamic updating potential, provides an innovative approach to governance under global Sustainable Development Goals. findings offer integrated decision–making support for diagnosis regulation ecologically vulnerable areas northwest new urbanization.
