The energy transition is a global problem affecting environmental and security, sustainable economic development, social well-being. However, since its implementation differs in certain regions, it necessary to develop specific approaches that consider local factors, external threats risks. article proposes conceptual vision of at the regional level context crisis, logistical changes, socio-economic, scientific technical transformations. Photovoltaic module parameter estimation is a critical step in observing, analyzing, and optimizing the efficiency of solar power systems. To find best value for unknown parameters, an efficient optimization strategy required. This paper presents implementation sooty tern (STO) algorithm assessment cell/module. The simulation findings were compared to four pre-existing algorithms: sine cosine (SCA) algorithm, gravitational search (GSA), hybrid particle swarm (PSOGSA), whale (WOA). convergence rate root mean square error evaluations show that STO method surpasses other studied techniques.
