In the context of current global rural decline, land consolidation has been adopted with objectives promoting vitalization and regional sustainable development. this paper, we provide a theoretical framework for restructuring driven by comprehensive (CLC). The describes three key mechanisms spatial, economic, social CLC: improving spatial patterns functions, vitalizing collective economy, reshaping community. Based on framework, present case that exemplifies micro processes restructuring. Taking as material basis carrier, CLC promotes economic from traditional agricultural production to modern industrial integration, well society urbanization, communitization, diversified culture. Land consolidation is essential in China for improving land use efficiency and supporting rural public space governance. Previously, the implementation of projects (LCPs) had been mainly led by governments China. In recent years, Chinese government vigorously promoted consolidation, corporation-leading mode (CLM) has emerged. This study focused on investigating performance CLM difference levels between government-leading (GLM) projects. Based improved extensible matter–element model, 14 LCPs GLM Jianghan Plain, Hubei Province related impact factors were analyzed. A set evaluation indices was selected based “process-based thinking logic”. Results showed that: (1) are different, most have ordinary or poor performance, while excellent good performance; (2) affecting also different two modes. The main influencing access to field roads, insufficient shelterbelt planting, low reclamation efficiency, annual output value farmland grain production capacity, increase rate agricultural labor production, GLM; (3) comparative analysis modes revealed that clear investment directions, high benefits, obvious advantages development modern agriculture when compared with GLM. To achieve LCPs, policy makers should actively innovate encourage all kinds corporations participate consolidation.
