Key findings include: (1) policy’s enactment has significantly attenuated albeit somewhat hampering enhancement efficiency—conclusions robust to parallel trend placebo tests; (2) Heterogeneity analyses reveal disparities emission effects, contingent varying economic levels geographical loci; (3) Mechanistically, while bolsters environmental governance strengthens ties—thereby curtailing emissions—it is evident that local governments have been inept effectively channeling influx substantial short-term capital, hence stifling efficiency. In light these insights, it posited should ardently endeavor refine elevate structures, champion construction an integrated market, intensify capital oversight coordinated utilization, enhance allocation, all quest augment reduction performance.
