Introduction: Strengthening the early warning of greenhouse gas emissions from agriculture is an important way to achieve Goal 13 Sustainable Development Goals. Agricultural carbon are part gases, and accelerating development green low-carbon great significance for China high-quality economic goal “carbon neutrality in peak dioxide emissions”. Methods: By measuring total agricultural seven administrative regions 2000 2021, paper analyzes influencing factors by using STIRPAT environmental pressure model, on this basis, predicts trend under different scenarios extreme learning machine model optimized genetic algorithm. Results: The results showed that improved algorithm can overcome shortcoming easy fall into local optimal solution, thus obtaining higher prediction accuracy. At same time, a continuous fluctuation trend, due constraints level, industrial structure, human capital, spatial differentiation. It worth noting that, context development, all have potential “peak emissions” 2030, with only slight difference at peak. The concept of high-quality development (HQD) is characterized by its emphasis on efficiency, equity, and environmental sustainability. In the context China’s new urbanization development, metropolitan area plays a crucial role in facilitating sustaining HQD. This study focuses Changchun Metropolitan Area (CCMA) as case to measure efficiency (HQDE) at county level using super-efficiency SBM model spatial autocorrelation model. Additionally, we examine spatio-temporal distribution characteristics HQDE terms economy, innovation, coordination, greenness, openness, sharing (EICGOS). main findings are follows: (1) CCMA ranges from 0.7 0.8 with an initial rapid increase followed gradual decline; however, there notable variations among different counties. (2) Regarding structure within area, highest observed half-hour living circle 2-h accessibility while lowest found 1-h commuting circle. Over time, declining trend core leading areas. (3) dimensions, demonstrates economic (EDE), whereas green (GDE) exhibits lower levels compared other dimensions. Furthermore, efficiencies across all dimensions show decline over time. (4) Spatially distributed patterns reveal significant agglomeration areas for region. High-high predominantly concentrated central region southern Liaoyuan low-low primarily exist northwest Songyuan specific counties Changchun. To attain HQD CCMA, it advisable bolster scale city, mitigate developmental disparities between cities, expedite transformations old industrial cities.
