Regional differentiation in the Russian Federation is considered to be high terms of gross regional product (GRP) per capita level, growth rate, and other indicators. Purpose: is to develop the methodology for identifying long-term priorities smart specialization in regions and creating "transformational roadmap" their implementation Russian context. This approach designed foster sustainable innovation ecosystems achieve country’s technological sovereignty. Methods: research based on comparative analysis of international experience implementing regional policies strategies EU, USA, China. The study employs qualitative, systemic, structural-logical methods. proposed draws strategy development a series expert interviews with representatives authorities. Results: authors propose applying concept regions, structured into four key stages: selecting priorities, assessing potential industry transformation, forming portfolio projects, implementation.
