Methodology for selecting and implementing priorities for smart regional specialization

Purpose: is to develop the methodology for identifying long-term priorities smart specialization in regions and creating "transformational roadmap" their implementation Russian context. This approach designed foster sustainable innovation ecosystems achieve country’s technological sovereignty. Methods: research based on comparative analysis of international experience implementing regional policies strategies EU, USA, China. The study employs qualitative, systemic, structural-logical methods. proposed draws strategy development a series expert interviews with representatives authorities.
