Глобальный пандемический кризис поставил под вопрос действенность прежних драйверов экономического роста и подтолкнул к поиску новых оснований устойчивого развития. Послекризисное восстановление пройдет под знаком «зеленой» экономики при ведущей роли топливно-энергетического комплекса. Objetivo: Propor um modelo que identifique como o investimento direto estrangeiro (IDE) impulsiona desenvolvimento de capacidades dinâmicas (CD) para gerar capacidade inovação (CI) na indústria brasileira energia eólica offshore. Método: Pesquisa qualitativa do tipo estudo caso, com amostragem snow-ball baseada em 32 entrevistas semiestruturadas 26 empresas atuantes no setor A análise conteúdo foi utilizada dos dados coletados. Principais Resultados: revelou IDE CDs CI, apontando também novas categorias (achados), como: difusão tecnológica, vazios institucionais e tríplice hélice tecnologia inovadora Relevância / Originalidade: Articulação contextual entre IDE, CD CI aplicada à conjuntura das offshore seu mercado. Contribuições Teóricas Metodológicas: Apresentou-se novo literatura articulado CD, gerando elucidando a originalidade nossos achados através da apresentação examinar offshore, incluindo Difusão Inovação Tecnológica, Vazios Institucionais, Tríplice Hélice . Sociais Gestão: pelas instituições adoção uma âmbito institucional, organizacional regulatório visando preencher por meio ecossistema inovador tecnológico.
