Research background: The problem of digital deprivation is already known, but the COVID-19 pandemic has highlighted its negative consequences. A global change in way life, work and socialisation resulting from epidemic indicated that a basic level integration becoming necessary. During lockdown, people were forced to use ICTs adapt rapidly changing reality. Purpose Nations around the globe are moving from digital transformation toward realization of a nation, but they facing challenges in process. This study aims to build nation framework by identifying these and developing solutions. Design/methodology/approach A systematic literature review process was followed, which included development protocol, selection research papers, data extraction analysis results. In total, 41 papers were selected 12,624 peer-reviewed academic initially identified. The digital divide (DD) reflects the inequality of economy, while existing research lacks a comprehensive framework for investigating measurement DD and its determinants. This study constructs new with five-dimensional index system. City-level data are used to measure China’s from 2010 2020 at national, regional, provincial levels. Furthermore, this investigates decomposition both regional levels determinants perspectives physical, human, social capital. key results are: (1) has generally exhibited fluctuating downward trend. While it remains high in eastern western regions, shown decline year by year. However, within most provinces is on rise.
