Anecdotal evidence suggests that there is growing concern about increasing administrative burden within universities around the world. At same time, literature explicitly devoted to issue of remains relatively scant. European universities have changed dramatically over the last two to three decades. The dominant frameworks analyze these changes are “New Public Management” and construction of “complete organizations.” Both approaches highlight isomorphic processes leading increased homogenization within universities. However, empirical evidence suggests that differentiating from each other at same time as they becoming more isomorphic. To explain simultaneity differentiation among universities, we use concept nested organizational fields. Due to the politicisation of universities-within-the-state, state's governance higher education in China differentiates itself from other countries. This study examines how Chinese central government adjusts its over universities between 1978 and 2018.
