The "policy subsystem" has long been a key concept in our understanding of how policies on given topic are produced. However, we know much less about policymaking nascent policy subsystems. This article draws the theories agenda-setting and venue shopping to argue that similarity convergence subsystems' agendas across different institutional venues over time features distinguish more subsystems from their established, mature counterparts. In simple terms, venues' converge when actors begin discuss same issues instruments instead talking past one another. illustrates this argument using textual data Germany's emerging Artificial Intelligence (AI) policy: print media debates, parliamentary government consultation period between November 2017 2019. insights analysis show emphasize somewhat related AI venues. Abstract Policy incoherence is an omnipresent challenge in public administration. Focusing on the joint implementation of European Water Framework Directive and Habitats Directive, we analyze how administrative fragmentation hampers river restoration projects at sub-national level Germany. By shifting analytical focus to institutional factors, reveal barriers institutional, processual individual levels. Background Climate change research has established general requirements for policy and policymaking: transformational changes in policymaking to foster ‘climate justice’, including a ‘just transition’ or movement towards environmental sustainability with equitable processes outcomes. Across many policy areas, policymakers try to integrate new issues into old processes. This is challenging. Getting net-zero greenhouse gas emissions requires radical change across a broad range of societal sectors; thus, climate integration essential. article develops processual perspective on integration, allowing assessment, classification, and comparison various stages processes, over time. The process can be shaped by differing institutional logics. In study Norwegian agricultural policy, we identify three logics: multifunctional, market failure, socio-technological transition.
