The
"policy
subsystem"
has
long
been
a
key
concept
in
our
understanding
of
how
policies
on
given
topic
are
produced.
However,
we
know
much
less
about
policymaking

Abstract
Policy
incoherence
is
an
omnipresent
challenge
in
public
administration.
Focusing
on
the
joint
implementation
of
European
Water
Framework
Directive
and
Habitats
Directive,
we
analyze
how
administrative
fragmentation
hampers
river
restoration
projects
at
sub-national
level
Germany.
By
shifting
analytical
focus

institutional
factors,
reveal
barriers
institutional,
processual

levels.

that
failure

from
practical
hurdles,

as
lack
resources,
information,
or
manpower,

Background
Climate
change
research
has
established
general
requirements
for
policy
and
policymaking:

Abstract
