Ballast water operations are one of the most essential activities commercial ships whose purpose existence is to carry cargo between ports. With their growing ballast capacities, become an important vector that carries origin species sea waters they took into tanks. Although various guidelines published by International Maritime Organization (IMO) regarding water, adverse effects marine environment began be noticed international arena late 1980s, desired positive effect could not achieved. Abstract Port State Control (PSC) inspections play a crucial yet challenging role in detecting substandard ships. However, the process becomes more complicated when several states large geographical regions agree to collaborate with same rules. This study addresses this challenge by proposing an innovative hybrid methodology that combines content analysis of PSC appeal cases Fuzzy Analytical Hierarchy Process (F-AHP) assess regulatory inconsistencies within Asia–Pacific region. A total 43 from Tokyo MoU were analysed identify key areas disputes. The findings indicate SOLAS (53%) and MARPOL (26%) regulations are most frequently contested, followed document validity equipment maintenance issues. Notably, 84% successful appeals, officers found have applied overly strict interpretations or detained ships without conducting sufficient additional tests. Post-2015, appeals favouring shipowners increased 68%, primarily due deficiencies related International Safety Management (ISM) Code. By applying F-AHP expert reviews, prioritised problematic disputes, assigning combined weight 0.728 procedural non-compliance officers' omissions. Key examples include expired ship certificates (0.159), disagreements on interpretation allegations hidden defects crew (0.145), failure perform detailed examinations tests (0.131). To address these challenges, paper recommends adopting digital tools for recording real-time verification certificates. Furthermore, clear communication procedures seafarers may reduce disputes detentions.
