While debate on experimental governance hints at challenges urban experiments, scope this paper make such explicit, observing how they can constrain but also enable contributing more socio-ecologically just change. Abstract Infrastructure systems have legacies that continue to define their priorities, goals, flexibility, and ability make sense of environments. These may or not align with future needs, but regardless alignment, they restrict viable pathways forward. ‘lock-in’ has been sufficiently confronted in infrastructure systems. Lock-in can loosely be interpreted as internal external pressures constrain a system, it encourages self-reinforcing feedback where the system becomes resistant change. By acknowledging recognizing lock-in exists at small large scales, perpetuated by individuals, organizations, institutions, managers critically reflect upon biases, assumptions, decision-making approaches. This article describes six distinct domains lock-in: technological, social, economic, individual, institutional, epistemic. Following this description, strategies for unlocking lock-in, broadly domain, are explored before being contextualized Ultimately, must decision between locked faltering familiar changing responsive unfamiliar both are, inevitably, accepting higher levels risk than typically accustomed.
