Against the backdrop of a global economic slowdown, this study examines impact digital intelligence economy on regional high-quality development across 30 Chinese provinces from 2008 to 2022, considering moderating role policy uncertainty. Using entropy method construct composite indicators for and development, applies benchmark regression, mediation analysis, moderation spatial Durbin models threshold models. The results show that significantly promotes through increased innovation investment, enhanced capabilities entrepreneurship. However, is non-linear: while it initially hinders in less developed regions, becomes beneficial as matures. Economic uncertainty negatively moderates relationship, especially more eastern regions. Additionally, exhibits positive spillover effects, driving neighboring areas. concludes policymakers should prioritize infrastructure, stabilize policies reduce uncertainty, promote interregional collaboration leverage benefits, tailored strategies are essential bridge gaps. Against the backdrop of increasingly serious global carbon emissions and environmental challenges, new energy vehicles (NEVs), as important low-carbon means transport, play a crucial role in reducing emissions, enhancing efficiency, promoting sustainable development. However, green technological innovation is under considerable pressure from economic policy uncertainty (EPU), exact effects are not well understood. Using panel data on listed companies’ 2012 to 2022, this study examines relationship between EPU Chinese NEV enterprises. The findings reveal that rising has significant negative impact these companies; however, company ESG performance government financial subsidies can effectively mitigate impact. Notably, provinces where public concerns high, moderating effect weaker; while facing EPU, manufacturers rely more for than do parts manufacturers. These provide critical insights guiding enterprises coping with advancing innovation, offering appropriate support incentives policymakers.
