In the 'new normal' setting of a mega-crisis, viability becomes driving force for fourth party logistics (4PL) network design. this paper, is characterised in terms agility, resilience and survival sustainability as response to changes demand, disruption survivability. In the emerging paradigm of embodied intelligence, eVTOL technology holds significant potential to transform low-altitude economy, particularly in short-distance emergency logistics and urban distribution. Companies like Meituan Shunfeng (SF) are pioneering fixed routes reduce reliance on human delivery. We first investigate performance routing Meituan’s system, focusing dynamic optimization reserves total costs at distribution stations under fluctuating order surges charging constraints.
