In the 'new normal' setting of a mega-crisis, viability becomes driving force for fourth party logistics (4PL) network design. this paper, is characterised in terms agility, resilience and survival sustainability as response to changes demand, disruption survivability. The fortification recovery strategies are considered possible disruptions at transfer centres third-party providers. A novel mixed integer non-linear programming model proposed obtain multi-period 4PL solution with minimum total cost under constraints. Considering NP-hard characteristic problem non-convex model, hyper-heuristic algorithm designed. To take advantage both global optimality seeking local search ability, collaborative embedded double-layer Q-learning (CHHDLQL) proposed. effectiveness efficiency demonstrated by promising numerical results. By stress-testing existing network, appropriate adjustments can effectively cope demand disruption. Furthermore, impact strategy, strategies, constraints investigated. satisfaction, capacity be improved adjusting influence different component costs.

In the emerging paradigm of embodied intelligence, eVTOL technology holds significant potential to transform low-altitude economy, particularly in short-distance emergency logistics and urban distribution. Companies like Meituan Shunfeng (SF) are pioneering fixed routes reduce reliance on human delivery. We first investigate performance routing Meituan’s system, focusing dynamic optimization reserves total costs at distribution stations under fluctuating order surges charging constraints. An iterative algorithm is constructed, supported by numerical examples Monte Carlo simulations. Our results reveal that cost parameters demand characteristics jointly shape incremental decision-making its economic performance. To optimize costs, strategies multi-period decentralized scheduling or low-frequency centralized proposed.
