Identifying the regional heterogeneity characterizing mechanisms influencing carbon emissions is crucial to scientific formulation of emission reduction targets and strategies. This paper uses the theory of system dynamics and takes policy measures "dual carbon" target transformation as impact variable, establishes a prediction model coal production demand fluctuation under based on dynamics, determines relationship between intensity into amplitude. The results show that has significant influence range in different directions.1) With increase intensity, same year will decrease by 0.5–610 million tce, peak 0.8–130 appear about 2 years earlier. 2) Under intensification, difference are within 20 tce.3) increased 0.3–38.6 percentage points, showing rapid amplification trend.
