People in the epicenter suffer from emergency medical supplies shortage early stage of a public health because imbalanced supply-demand different regions or areas, which is key issue major infectious disease. In response to severe insufficiency epicenter, this study proposed strategy distributing peripheral areas and gave supply-side selection model considering epidemic influence condition candidate areas. First all, spatial-temporal transmission path (STTP) network describing geographic spread disease obtained using first-order conditional dependence approximation algorithm dynamic Bayesian (DBN). Abstract Local emergency cooperation agreements (LECA) led by local governments have increasingly become an important measure to address public crisis. In China, also launched such LECA deal with occupational accidents and diseases. this study, a quasi‐experimental design was used evaluate the effects spatial spillover of on work safety performance improvements. Several econometric models were applied based provincial panel data (2001–2019). The results show that: (1) reduce both number mortality rate workplace in signatory provinces. (2) can induce scale effect, which means that signatories positive neighboring (3) analysis identified negative for non‐signatory provinces, indicating may lead industrial risks. (4) Further indicated comprehensive effect is but not significant. To fill gap, this paper adopted a complex network modeling method explain formation mechanism response. Then, based on numerical simulation method, compared different partnering strategies, and explored optimal strategy process. At same time, frequent communication cooperation allocation can transformed into low-frequency government-led allocation.
