Purpose The purpose of this paper is to fill a gap in the literature regarding open innovation management approaches that small and medium-sized enterprises (SMEs) can use access digital technologies incorporate them into their organizational processes. research question is: What process-level managerial actions do SMEs take successfully implement within processes? Abstract Using a sample from 2010 to 2021 of listed companies in Shanghai and Shenzhen A‐shares, we explore the effect digital economy policy (DEP) at city level on enterprise transformation (EDT). We find that DEP can promote EDT. And outcome remains valid following sequence rigorous tests assess its robustness account for endogeneity.
