Pawlak conflict analysis uses a three-valued situation table for representing the ratings of set agents on issues. This paper examines lattice-theoretic basis three-way analysis. Qualitatively, we adopt triangle, namely, an MS.F-bilattice, to characterize structures ratings, which gives intuitive and effective tool ordering single agent pair agents. We consider strength rating construct MS.F-bilattices. By applying principles decision as thinking in threes, trisect, according ordering, nine pairs into three regions: potential opposition (PO), (PC), support (PS) regions. For each region, weak, medium, strong subregions.
