A heterogeneous network (HetNet), combining different technologies, is considered a promising solution adopted by several upcoming generations of mobile networks to keep up with the rapid development users' requirements while improving performance. In this scenario, vertical handover (VHO) algorithm responsible for ensuring continuity ongoing user connection moving within coverage HetNet. Although various VHO algorithms were proposed, achieving efficient performance from both and perspectives remains challenging. This paper proposes an adaptive optimized based on multi-attribute decision-making (MADM) integrated particle swarm optimization gravitational search (PSOGSA) as framework implement process. The includes three main ideas. Firstly, selection proposed considering most important criteria, including signal strength other networks' attributes, along characteristics regarding their mobility service preferences. The rapid expansion of mobile broadband networks and the proliferation Internet Things (IoT) applications have substantially increased data transmission processing demands. However, application domains IoT-enabled models often face resource limitations, requiring responses, low latency, large bandwidth, surpassing their inherent capabilities. To address these challenges, we propose a fishnet approach-based packet scheduling allocation system, termed Fishnet-6G, to optimize network in proposed 6G networks. Initially, constructed Sierpinski Triangle-based IoT environment, enhancing device connectivity. We utilize Quantum Density Peak Clustering (QDPC) algorithm perform clustering for devices, establishing Cluster Head (CH) Substitute CH (SUB CH) based on actual metrics. Furthermore, traffic prediction is achieved through two processes, grouping, fair queue status, using Improved Deep Deterministic Policy Gradient (IMPDDPG) with variable sampling rate, resulting well-organized scheduling. In the context of thriving real estate market in developing countries like Vietnam, understanding consumer preferences and effectively addressing them through a comprehensive multi-criteria decision-making (MCDM) framework is paramount for providers. This study presents two-stage MCDM model that integrates Delphi technique Technique Order Preference by Similarity to Ideal Solution (TOPSIS) based on Spherical Fuzzy Sets (SFSs). Initially, SF-Delphi validates critical criteria influencing customers' apartment selection Vietnam. Secondly, SF-TOPSIS method evaluates top ten To ensure robustness validity, comparative analysis compares results with those from Intuitionistic TOPSIS (IF-TOPSIS) (F-TOPSIS) methods. Subsequently, five rank correlation coefficients (Spearman, Kendall, Goodman-Kruskal, Weighted measure correlation, Similarity) are used assess relationships between various techniques applied suppliers The demonstrate strong agreement among methods, smallest coefficient being 0.7778, surpassing threshold 0.7. high level consistency confirms efficacy proposed approach different reliably evaluating suppliers. Notably, legal aspect's prominence underscores its role shaping customer choices, emphasizing significance considering factors supply demand Furthermore, using SFSs makes this particularly suited capture perceptions within dynamic uncertain business environment characterized volatility, uncertainty, complexity, ambiguity (VUCA).
