Cooperative afforestation, reforestation, and forest management initiatives between state-owned farms village collectives serve as pivotal strategies for restoring degraded ecosystems, establishing new forested areas, revitalizing collective forestland resources. These collaborations offer a practical pathway to enhance resource utilization while contributing rural revitalization in forest-dominated regions. Despite their significance, achieving the sustainability of Forest–Village Cooperation through efficient allocation remains critical challenge. This study investigates cases Fujian Province, employing orchestration theory develop an analytical framework sustainable these partnerships. By integrating Data Envelopment Analysis (DEA), Necessary Condition (NCA), Fuzzy-Set Qualitative Comparative (fsQCA), research examines how policy resources, human natural economic grassroots connectivity capability, technological innovation capability collectively influence sustainability. The findings reveal that no single factor is necessary Sustainability (FVCS). However, emerge key drivers high State-owned with weaker can offset this limitation advantages, those stronger achieve cooperation upgrades via allocation. Furthermore, identifies three pathways FVCS: “Resource Integration-Driven”, “Technology Innovation-Enabled”, “Capability–Resource Synergy”, each tailored specific endowment contexts. not only extends application forestry domain but also provides actionable recommendations optimizing collectives.
