Promoting inclusive innovation is crucial for achieving growth and sustainable development. This study investigated the decision-making behaviors interaction mechanisms among government, enterprises, base of pyramid (BoP) customers in context rural China by applying evolutionary game theory. A tripartite model was developed, evolutionarily stable strategies along with their corresponding conditions were derived. Numerical simulations employed to analyze dynamic evolution process stakeholders' strategy choices under various scenarios sensitivity key parameters. The findings suggest that government plays different roles throughout lifecycle China, acting as an advocate initial stage, a promoter gradually diminishing its involvement market matures. Furthermore, reveals low subsidies are not conducive optimal solutions three stakeholders, while high supervision costs reduce government's regulatory willingness, thereby hindering enterprises BoP from implementing engaging areas.
