To cope with highway overload and pollution problem, the government implemented "modal shift from road to railway" policy, which "shunts" large freight vehicles "green fast lane" of railway, intending reduce congestion on network, stimulating economic growth, improving environmental outcomes. This study employs causal forests empirically evaluate impact this traffic structural adjustment policy costs, congestion, safety, environment. The research findings indicate that reduces transportation easing reducing pollution. However, it should be noted transport costs has become heterogeneous among eastern region. consequences implementation exhibit nonlinear characteristics over time. Furthermore, PDP identifies there is a staircase threshold concerning socio-economic variables. offers an empirical foundation for implementation, reference assessing social analogous significant policies, illustrative examples policy-driven shifts in patterns developing countries.
