Integrating territorial spatial planning with the autocorrelation of cultivated land quality indices can enhance optimization farmland preservation and food security. This study combines “three lines” demarcation—basic protection line, ecological urban development boundary—with to propose an improved model for optimizing layout. We employed a four-dimensional evaluation system that includes natural index, utilization management environment economic value index. Understanding the spatiotemporal changes in ecosystem service value (ESV) under urbanization, as well supply–demand relationship between different regions, can provide a consultation for ecological compensation (EC) standards. Taking Suzhou, typical city experiencing rapid urbanization Yangtze River Delta, case study, this paper analyzes land use and ESV from 2000 to 2020. To quantify flow (ESF), we apply breakpoint formula field strength model. Additionally, an EC standard is established, taking population, area GDP into account while specifying compensation. The findings reveal that has led substantial increase built-up accompanied by continuous reductions farmland water bodies. As result, decreased 153.07 billion CNY 138.81 CNY. Furthermore, research identifies spatial pattern where increases with distance center but decreases lake center. This suggests directional of lakes cities.
