Abstract Improving energy efficiency by adjusting the structure of consumption types is great significance for reducing carbon emissions in short term. The present paper constructs new data envelopment analysis models evaluating utilization under different structural conditions and calculating potential reductions. We conducted empirical research on 30 provinces China from 2003 to 2019—a time frame that coincides with instituting China's “coal‐to‐gas” program. Our results show technological progress main way reduce it possible total amount 35%. Additionally, optimizing following coal‐to‐gas program guidelines could country's a further 25%. Finally, this provides specific policy recommendations based guide each province demand growth.
